Background information Romania

The Accession of Romania to the European Union took place on January 1, 2007. The past twenty years have been a phase of transition from a communist regime to a democratic system. The latest developments show that the growth of population stagnates and more and more people move from urban to rural regions fleeing from industry back to agriculture. Another estimated 2 million Romanians left the country to work abroad. Their remittances greatly contribute to the Romanian economy and to the welfare of their families. The drawback of migration is the resulting labour shortage in times of economic growth. This uncertain situation affects the future of about 4.5 million students. In the course of the shift from communism to post-capitalism of the Western world it was Romanian's concern to also change the educational system. In the last twenty years, the Romanian education system has been in a continuous process of reformation that has been both praised and criticized.

In addition to that, all-European developments and the joining of Romania of the European Union have also changed the job-related perspectives of students. School and teaching have to adapt to this situation. In the future, qualified workers will be needed who have competences and skills in the management and realisation of projects and who can use their knowledge and skills in various situations. Workers will also have to be ready to constantly develop their skills during their lifetime. Teaching in the last years of compulsory school and in the beginning of vocational education has to be characterised by methods of project-oriented teaching and self-reflection, orientation towards job practices and connection of school with the needs of a changed professional world. In order to prepare the students in this transitional phase for their professional future, teachers have to receive structured in-service training.
